Brownwood awards $1.997 million contract for Riverside Park Phase II, authorizes additional playground funding

The Brownwood City Council voted Feb. 10 to award a $1,997,204.34 contract for Riverside Park Phase II base-bid improvements to UTZ Environmental Services of Austin, following staff and Taylor Engineering evaluations. The project implements priorities in the adopted Parks Master Plan and focuses on accessibility, family amenities and improvements along the Pecan Bayou.
Funding for the project is primarily a $750,000 Texas Parks and Wildlife Department (TPWD) grant. Council previously set aside $500,000 in capital improvement funds for the parks match; staff identified approximately $315,000 from American Rescue Plan Act (ARPA) leftover funds and anticipated around $250,000 from City reserves. The proposal was packaged with two add alternates; staff recommended awarding the base bid only and excluding the alternates to lower cost. The council also authorized an additional $52,046 related to playground sidewalk and furnishings; the Brownwood Municipal Development District previously approved $450,000 for an additional playground portion via Buy Board contract.
Councilmember Ed McMillian moved to award the TPWD Project No. 48-01274 Riverside Park Phase II contract to UTZ Environmental Services of Austin for $1,997,204.34 and to authorize the additional $52,046; Councilmember HD Jones seconded and the motion carried unanimously. Taylor Engineering will issue a Notice of Award and provide contract documents to the selected proposer for execution.
