“you can't just arrest someone because they are homeless especially if they are on private property, you can file a complaint but that doesn't warrant arrest,” Mayor Matt Carter said while describing recent outreach around Jewel Osco, Builders First Choice and a homeless camp behind Walmart. Deputy Chief Copeland affirmed the process: officers may issue warnings, pursue trespass orders when appropriate and cite individuals who violate trespass notices, but arrest is a last resort tied to additional violations.
Mayor Carter said some encampment activity appears to have slowed after officers and staff made contact; he also noted that complaints behind Walmart fall under Carbon Cliff’s jurisdiction and require property‑owner action to initiate trespass procedures. Councilmembers asked staff to continue monitoring and to coordinate with property owners as needed.
Public Works & Parks staff reported progress on Schadt Park ADA improvements: crews have poured about 18 cubic yards of concrete with additional pours scheduled, and street striping is planned to begin on June 10. Public Works Director Joe told the council IMEG is covering a curb‑cut expense and that staff will reexamine the street‑priority list to respond to accelerated pavement deterioration.
Fire Chief Winters announced a new hire for the fire department, and the mayor highlighted upcoming community events including Music in the Railway Park on June 11 and the Silvis Library Centennial on June 24.
What’s next: Staff will continue outreach to encampment locations, coordinate with neighboring jurisdictions where jurisdictional questions arise, and schedule remaining ADA work and street projects.
