Carlisle council approves consent agenda, accepts resignation and OKs liquor license; tax abatement also approved

The Carlisle City Council on Jan. 26 approved a consent agenda that included payment of $74,220.67 in bills, acceptance of an electric clerk’s resignation and approval of a Class C liquor license for Carlisle Watering Hole, LLC.
The consent agenda was moved by Council Member Beth Sauter and seconded by Council Member Tracey McAvoy. The minutes record that the motion "carried by four to zero vote with Sauter abstaining from vote." Sauter also thanked Beth Shipley "for her years of service to the City," and the resignation of Shipley in the electric department was recorded as effective Feb. 6, 2026.
Separately, the council approved a tax abatement for 1140 Meadow View Drive. Council Member Tracey McAvoy moved to reimburse two years and provide three years of abatement moving forward; the motion was seconded by Andrya Carter and carried unanimously on a roll-call vote as recorded in the minutes.
Why it matters: The consent agenda moves routine administrative matters and vendor payments; the accepted resignation triggers a vacancy in the electric department and the approved tax abatement reduces property taxes for the specified property over a multiyear schedule.
