Leacock Township supervisors approve hazard-mitigation resolution, restroom locks and subdivision actions

Leacock Township — The Leacock Township Board of Supervisors on May 18 unanimously approved a resolution to join the Lancaster County Hazard Mitigation Plan, authorized new security locks for township park restrooms after vandalism and approved a series of routine administrative and land‑use actions.

Chair Mike Sensenig called the meeting to order at 4:30 P.M. and the board first approved the May 5, 2026 meeting minutes, the Bills to Pay list and the Treasurer’s Report on a motion by Supervisor James Donovan, seconded by Supervisor Carl Smucker. Manager Chris Slaymaker told the board the township’s municipal separate storm sewer system payment had been made: "MS4 check has been mailed and the paperwork submitted to DEP." He also noted the new dump truck pickup was scheduled for Wednesday and that one more invoice from Trans Equipment was expected.

The board adopted Resolution #2026-5, authorizing Leacock Township to join the Lancaster County Hazard Mitigation Plan; the motion was made by Donovan and seconded by Smucker and passed unanimously. The move formally aligns the township with Lancaster County’s hazard‑planning framework, a step local officials said will help coordinate emergency planning and access to related county resources.

Slaymaker reported recent vandalism at the township park restrooms, saying fireworks were set off inside and "it burned a hole in the ceiling." In response, the supervisors voted unanimously to install electric locks on the restrooms based on a vendor quote of $8,650 and an ongoing remote‑access fee of $408 per year; Supervisor Smucker made the motion, Donovan seconded.

The board tabled an agreement with the Pennsylvania Department of Transportation for safety improvements at the intersection of North New Holland Road and Peters Road while it gathers more information; Supervisor Frank Howe cautioned that any accepted improvements could create ongoing maintenance obligations for the township.

On land‑use matters the board approved a 120‑day extension, to Sept. 21, 2026, for the Final Subdivision and Land Development Plan submitted by Samuel and Rachel Stoltzfus for 91 N. Soudersburg Rd. (Plan #24135). The board also approved an escrow release of $1,722.24 for Ephraim D. King at 34 Lesal Rd. and the conditional release of a $5,892.50 letter of credit for Emanuel Esh at 3175 Harvest Drive, conditioned on receipt of the recorded as‑built plan.

Zoning Officer Joe Kennedy reported there was no zoning report for this meeting. Chair Sensenig said he had discussed a proposed cell tower location with Kitchen Kettle and that the business "agreed it was not a good spot on the corner." The board received a sample Short‑Term Rental Ordinance to review for consideration by the township’s Planning Commission and Sensenig asked supervisors for suggestions to fill a vacancy created by the departure of Planning Commission member Roman Thomas.
