The council adopted ordinance 2026‑17, which finalizes the redevelopment plan for 251½ Grove Avenue, following revisions requested by the planning board and staff. Planning staff summarized the edits made since introduction, saying the draft now explicitly prohibits converting attics to habitable space, clarifies that basements are not permitted where the site is within the floodplain and defines the front property line to remove ambiguity for required elements.
“...there was a recommendation made to not convert an attic to inhabitable space,” planning staff told the council while summarizing the changes the planning board requested and staff incorporated. The planning-board recommendations and edits were described as clarifications intended to remove ambiguity and strengthen floodplain protections.
After a brief explanation and no public testimony, the council called the roll and adopted the ordinance by a unanimous 5–0 vote. Staff said that, with council adoption, the remaining required steps for the fourth round of review are complete and a judge will move forward with issuance of the final certification of compliance.
Next step: the township will post the adopted ordinance and the legal notice on the municipal website and await the court’s final certification as required under the redevelopment review process.
