Yamhill County commissioners approve vehicle purchase, jail bed rate change, OHA funding amendment and ambulance code update; zoning hearing continued

The Yamhill County Board of Commissioners on May 7 unanimously approved several procurement, contract and code items, and continued deliberations on a zoning code amendment to June 4, 2026.
The Board approved Public Works' purchase of a 2026 Peterbilt 536 under the state Sourcewell contract for $285,943. Commissioner Kit Johnston moved approval and the motion passed with Commissioners Johnston, Mary Starrett and David "Bubba" King voting aye.
Commissioner David "Bubba" King moved approval of Amendment #2 to the existing agreement with Columbia County for "space available" detention bed rentals, which reduces the daily rate from $495 to $151 per bed per day retroactive to April 6, 2026 through June 30, 2026, and sets a rate of $230 per bed per day effective July 1, 2026; the amendment includes an automatic annual renewal clause with a 3% increase or seasonal CPI-U adjustment. The motion passed unanimously.
The Board also approved Amendment #1 to Agreement #4430000044294 with the Oregon Health Authority for Intoxicated Driver Program funding, retroactive to July 1, 2025 through June 30, 2027 (Oracle #HHS25034IGA). Commissioner King moved approval and the vote was unanimous.
The Board adopted Ordinance 951, repealing Ordinance 946 and adopting Yamhill County Code Chapter 5.05 as the Yamhill County Ambulance Service Code to correct a scrivener's error and incorporate required information; staff member Kaleb Raever entered the first and second readings into the record by title only and Commissioner Mary Starrett moved approval. The ordinance was adopted and an emergency was declared.
During "Other Business" Commissioner Starrett introduced a draft letter asking the federal government to allow local governments to provide guidance to nonprofit care organizations; the Board reached consensus to add Yamhill County to the letter of support.
