Council accepted the business retention and expansion (BR+E) action plan roadmap on June 1 after April Marshall presented engagement findings and a phased approach to support local businesses.
Marshall said staff engaged 61 local businesses in 2025 and used multiple validation steps including Chamber of Commerce input and public workshops to develop a roadmap organized in three phases: quick wins (promotions, activations), 6–12 month actions to reduce friction (business navigation/concierge, improved communications), and 12–24 month scaling (succession planning, space readiness, workforce connector events). She emphasized metrics and performance measures will be tracked as actions roll out.
Council discussion focused on coordination with the Chamber of Commerce, clarifying that the approach is intended to amplify existing resources rather than duplicate them. Council directed staff to incorporate the roadmap actions into departmental work plans and to consider resource and budget implications through the annual budget process.
The motion to accept the BR+E roadmap carried without recorded opposition.
