Staff details year-end budget openings, grants and RDA adjustments totaling roughly $3.8 million

City staff on Tuesday presented two year-end budget openings for council consideration that recognize new grants, CIP awards and redevelopment agency (RDA) increments.
For the city budget opening, staff said they would recognize roughly $11,000 from UDOT for the D Avenue railroad crossing and additional CIP awards: $116,000 for Castillo Field dugouts, $198,000 for Lester Park improvements and $185,000 for Serge Simmons outfield landscaping. Staff also noted miscellaneous grants that increase the miscellaneous grants fund by about $52,000, including a Rocky Mountain Power Foundation grant for police equipment, an emergency management performance grant for fire wages and a separate community development grant. An additional $30,000 in state asset forfeiture funds was also proposed for recognition. Staff described the total city budget opening as "just over $600,000."
Councilmember S2 asked for detail on $4,300 in manhole cover funds; staff said that would buy about 40 covers and agreed to provide greater detail on an $18,000 fiber improvement item when the matter returns for presentation.
On the RDA budget opening, staff said a new airport community reinvestment area (CRA) has begun to produce increment that was not included in the fiscal-year budget, and the opening recognizes that increment as well as required transfers to the housing fund (about 20%) and the RDA admin fund (about 5%). Staff also proposed closing several small, dormant RDA areas by recognizing remaining balances and directing them to projects: roughly $15,000 for Hinkley Drive to be used on a water line associated with a Williams International project, $50,000 moved from the Lincoln area to the CBD Mall fund to support debt service or improvements, and a small balance in the South Wall area earmarked for lighting and sidewalk work. Staff summarized the total RDA appropriation as "just over $3,200,000."
Both budget-opening items were noted as appearing on the June 16 meeting agenda; staff agreed to provide additional project-specific details at a future presentation.
