Kill Devil Hills certifies election results, swears in newly elected commissioner and names Ivy Ingram mayor pro tem

Mayor (S1) nominated Commissioner Ivy Ingram to serve as mayor pro tem; the nomination was seconded and approved by voice vote. The board also moved to adopt a code of ethics and rules of procedure for the commission and approved the 2026 meeting schedule after discussing one member’s scheduling conflict for the August meeting (the board agreed to meet the third Monday in August).
The meeting included a formal resolution honoring the longtime public service of former mayor and commissioner Terrence L. "Terry" Gray Sr.; several commissioners offered condolences and personal remembrances. Commissioner McAvoy (S2) described Gray as "always championing the hard work of this town" and recalled Gray’s community programs and dedication to residents.
What happens next: the clerk will file the election certification and oath in the official records; staff will publish the adopted code of ethics and the 2026 calendar on the town website.
