Commissioners approve multiple bids and service contracts, including airport hangar lease and correctional communications agreement

At its May 9 meeting, the Harrison County Commissioners Court approved several procurement awards and service contracts spanning purchasing, airport facilities and corrections.
Purchasing Agent Miss Harkins presented multiple bid awards: Bid 2023-09 (corrugated steel pipe) to Wilson Culverts for a total around $122,000; Bid 2023-10 (plant-mixed asphalt and aggregate) received a compliant bid from the vendor listed in the packet; Bid 2023-11 (refined road oil and emulsified asphalt) to Brian Asphalt of Henderson; and Bid 2023-12 (corrugated polyethylene pipe) to Coburn Supply of Longview (about $92,000). Commissioners moved and approved each award unanimously.
The court approved a ground-lease for Tenant-constructed Hangar No. 11 at Harrison County Airport between Harrison County and Piney Branch LP and ENS Aviation, with a lease term from Jan. 1, 2023 through Dec. 31, 2057. Judge Sims noted the hangar was one of the largest at the airport and the recorded motion passed 5-0.
On administrative contracts, the court approved the annual renewal with GovOS for online forms and application routing for Human Resources at $5,490. The court also approved a correctional communications services agreement with City Telecom Company to install and maintain inmate telephone, video visitation and messaging services, as presented in the attached agreement.
The court accepted information regarding a 2023 business personal property rendition extension request submitted by consultant Ryan on behalf of General Cable Industries and accepted General Cable’s tax abatement compliance certificate; commissioners emphasized they were only accepting information and that any formal rendition extension would be handled by the Harrison Central Appraisal District.
Human Resources recommended and the court approved payment of $86,000 to Bridal Healthcare Solutions PLLC (transcript spelling) / WPA to provide medical services to Harrison County members within the allowable scope under state law. Commissioners thanked HR for clarifications before approving the payment 5-0.
All procurement and contract actions taken during the session were recorded as approved unanimously by the commissioners.
