Commissioners approve $521,633.86 lease-purchase for three dump trucks; road projects and personnel changes also approved

Road & Bridge Director Luke Davis reported the department is moving into a new building, preparing parking, and ramping up seal-coat work. Davis said contractors have started mowing in Precinct 4 and that the department plans to begin construction on seal-coat projects May 30. He also said the department has 47 full-time employees with six full-time openings and is recruiting six temporary summer positions.
On procurement, Davis asked the court to approve a pre-bid lease purchase of three 2024 Mac GR64F dump trucks with ox bodies from East Texas Mac through the Texas Interlocal Purchasing System. The total purchase cost including interest for a 13-month lease term with Cadence Bank Equipment Finance was stated as $521,633.86, with an option-to-buyback price of $149,000 per truck after 13 months. Davis explained the timing and interest changes; commissioners discussed staggering replacement terms but approved moving forward to keep replacements synchronized. The motion to approve the pre-bid lease purchase carried unanimously.
The court also approved personnel changes for Road & Bridge (motions carried 5-0), multiple utility applications for county roads submitted by Select Energy Services, Etech's Telephone Co-op, Upshur Rural Electric Coop, Gum Springs Water Supply Corp, Lee Water Supply Corporation and others (staff verified the applications met county specifications), and authorized rebid specifications for the county's 2023 seal-coat projects to be advertised in local papers and on the county purchasing website.
No dissent was recorded; all listed Road & Bridge items passed by recorded unanimous votes.
