The Wells Branch Municipal Utility District reported stronger-than-expected finances at its May 20 board meeting, with District accountant Allen Douthitt saying March was “$155,000 ahead of plan” and the District was approximately $1,500,000 ahead year‑to‑date. Douthitt told directors the operating fund held about $27.4 million in cash and investments and that capital spending for the month totaled roughly $40,000. He also reported a 99.3% tax-collection rate through March.
The board approved routine disbursements and three transfers — two transfers of $350,000 from the TexPool Operating Account to the District’s operating account and a $300,000 transfer from the TexPool Tax Account — after a motion by Director Jon Klekman and second by Director Kevin Ward.
Why it matters: The District’s reported surplus and strong cash position give the board flexibility ahead of the annual budget and tax-rate process. The board agreed to an early schedule to maximize public input: a town-hall meeting on July 29, 2025; setting a proposed tax rate at the regular meeting on August 19, 2025; and adopting the budget and tax rate at the September 2, 2025 work session if timelines hold.
Board President Betsey Harper and staff said the town hall will include slides addressing frequently asked questions, childcare provided by camp counselors, and food to encourage attendance. Legal counsel John Bartram reminded directors that both Travis and Williamson Central Appraisal Districts will certify taxable values in late July; staff reported preliminary certified values from Travis Central Appraisal District at about $1.77 billion and Williamson at about $23.45 million.
The meeting record shows unanimous votes for the transfers and other routine consent items approved that evening. The next regular board meeting is scheduled for June 17, 2025.
