Horseheads Board approves BMX glue, pavilion fascia repair and fence at Holding Point

The Town of Horseheads Board approved three measures April 22 to maintain and support activities at the Holding Point Recreational Facility.
Resolution #89 authorized purchase of BMX track glue from U1 Engineering LLC for $2,559, a lower bid than Global Environmental Solutions ($3,155.85). Parks & Recreation Director Bill Rapalee recommended U1 after reviewing two required written quotes; the resolution was moved by Councilman Joseph C. Brennan, seconded by Councilman Carl R. Lewis Sr., and passed unanimously.
Resolution #90 authorized Pearson Seamless Gutters to install pavilion fascia for $7,000 (the competing proposal from Hale Residential Roofing was $8,500). The board noted the fascia would extend the life expectancy of the beams, that no wood replacement was currently necessary, and that prevailing wage rules apply. The resolution was moved by Councilman Gary H. Riopko, seconded by Councilman Arthur Laurey, and passed unanimously.
Resolution #91 authorized Balland Fence Company to install a chain-link fence at the pavilion adjacent to the hot box for $7,050 (Stephan Micknich quoted $8,045). Rapalee said the fenced area would store small equipment used during tournaments; council members discussed avoiding a privacy fence, keeping equipment out from under the pavilion, and whether a shorter fence would reduce cost. The resolution was moved by Councilman Carl R. Lewis Sr., seconded by Councilman Gary H. Riopko, and passed unanimously.
Board discussion also covered operational questions: whether BMX operators contribute to glue costs or require paperwork, the extent of public access to the BMX track, possible drafting of a contract with BMX operators, and the potential to reopen a concession stand to generate revenue during events.
