Board approves permits, bond releases and utility agreements in infrastructure round-up

The Board of Public Works and Safety on June 1 approved a series of infrastructure items and routine agreements affecting development, streets and utilities.
Representatives from Wine Engineers and Sonic said final permit reviews are near completion for a Sonic station at the Meyer commercial subdivision (Lot 8), and staff reported receipt of an IDM sanitary sewer permit and pending letters of credit and performance guarantees. The board approved the permit items on a motion and voice vote.
Derek Brown asked for release of maintenance guarantees for Worsville Commerce Center Phase 2 (lots 1–3). Staff confirmed inspections of sanitary sewer, street and sidewalk work and recommended releasing the maintenance guarantees for each lot; the board approved release in separate motions.
Michael Morgan asked the board to accept performance guarantees and execute the final plat for Sage Brier (a Del Webb project), subject to engineering and planning reviews and receipt of required fees; the board approved the acceptance and execution.
Engineering presented change order #3 (final) for a roundabout project; the change order resulted in roughly a $66,000 decrease (about 4.1%) from the contract amount. The board authorized the mayor or deputy mayor to sign the change order.
Because of earlier coordination issues with Indiana American Water’s contractor, the board agreed to include the water main relocation for Main Street segments 1–2 in the city’s contract and approved a utility reimbursement agreement by which Indiana American will reimburse the city for the work conducted by the city's contractor.
The board also authorized the mayor or deputy mayor to sign an operation and maintenance manual for a Valene instant oil change site upon completion of required reviews, and approved a proposal from Exos to fund a temporary project specialist for up to 90–120 days to complete backlog projects under a master services frame.
All of the items above passed by voice vote as presented or with the standard staff-recommended conditions.
