The Board of Public Works and Safety on June 1 approved a conditional 35-day full closure of Emerson Avenue to complete road improvements associated with Elwood Estates 2.
Todd Wilkerson told the board the work will include widening the roadway, adding acceleration and deceleration lanes and constructing passing blisters. He requested a full closure from Pushville Road to Tracy Road and proposed a tentative start date of July 27 after a planned railroad detour. Staff and board members expressed concern about the railroad schedule and agreed the closure should be conditioned on confirmation that the railroad detour has been completed.
The board’s approval requires the applicant to coordinate notifications to public service providers and schools, obtain approval of a detour route from the county office, and accept a daily penalty (discussed as $500/day) should the road not be reopened as required. The motion was seconded and passed on voice vote.
Board members said staff will notify the applicant if railroad timing or other factors require rescheduling or a floating closure window.
The board approved the conditional closure and moved on to other agenda items.
