The Business & Economic Development Committee recommended that the full council accept 15 acres of open space deeded to Bangor as part of the Rose Edge subdivision, finding municipal ownership would avoid common problems with subdivider-held or HOA-owned open space.
Staff explained the subdivision proposes 22 residential lots, a public road, and 15 acres of open space (much of it wetlands). The city recommended acceptance to reduce future complications that arise when open space is held by private owners or HOAs — for example, unpaid taxes or fragmented ownership that later forces municipal takeover.
Councilors asked whether the city would be responsible for routine maintenance or assume unusual liability. Assistant City Manager Courtney O’Donnell said acceptance carries no greater liability than other city-owned property and that much of the open space will remain unmanaged wetlands.
The committee voted unanimously, 5–0, to forward staff’s recommendation to the full council for final approval as part of the subdivision’s final sign-off.
What’s next: The recommendation will go to the full Bangor City Council; staff will coordinate documentation to deed the open space to the city prior to final subdivision approval.
