Chairman Joe Lalley presided over the Plymouth Advisory & Finance Committee on Jan. 14, 2026, when the panel recommended several warrant articles for the town’s April 11 Spring Town Meeting and approved acceptance of state Chapter 90 road funding.
The committee voted to recommend Article 1 (acceptance of reports of boards, officers and committees). David Trudell moved the recommendation and the motion carried 13-0-0, as recorded in the minutes. On Article 3 (continuation of committees), an initial motion to postpone the article to a future meeting failed 4-9-0; Christine Richards then moved to recommend Article 3 to Town Meeting, seconded by Myles Ramey, and that motion carried 12-0-1 with Everett Malaguti recorded as abstaining. On Article 4 (salaries of elected officials), Briana Keating moved to recommend the article and Mr. Friedman seconded; the motion carried 12-1-0 with Malaguti opposed.
The committee also recommended Article 17, the Chapter 90 roads article that would accept state funding for road maintenance under MGL Ch.90. The minutes note FY26 Chapter 90 funding at $2.37 million and state the town expects a similar amount for FY27; Thomas Jacintho asked when the FY27 allocation would be known, and Mr. Downey said that information could be available by the end of February. The recommendation for Article 17 carried unanimously, 13-0-0.
The minutes also record approval of the Dec. 17, 2025 meeting minutes (motion by David Trudell, seconded by Myles Ramey) with a recorded tally of 8-0-5. The meeting adjourned at 8:19 PM.
Why it matters: The committee’s recommendations send the items to the town’s Spring Town Meeting, which sets policy and budgetary direction at the town level. Acceptance of Chapter 90 funds enables state-supported road maintenance work; the FY26 Chapter 90 allocation was recorded at $2.37 million and the town expects a similar amount for FY27.
