Lincoln County schedules emergency meeting after jail HVAC failures; commissioners plan quick purchase

County leaders scheduled an emergency special meeting for 1:00 p.m. the day after the board to consider immediate purchases and contracting to repair failing HVAC systems at the county jail.

Sheriff and Captain Dan Newton reported multiple HVAC pods were failing or had developed refrigerant leaks; at least one unit serves a medical pod. The sheriff described the situation as urgent and said failing cooling creates both health and safety risks for incarcerated people and staff. Commissioners and staff discussed procurement thresholds, informal-bid requirements for purchases between county thresholds, and an emergency exception to competitive bidding that can be invoked by a majority vote when an immediate threat to life, health or property is present.

Because the necessary HVAC parts and repairs could not be approved under the board’s current agenda, commissioners agreed to call a special session with a single item to consider emergency procurement and approve essential purchases. Staff also described longer-term capital needs: units are aged, nonuniform across pods, and replacement will likely require multi-year budgeting or phased capital work.
