Developer says Summer Winds subdivision close to completing punch list; commission to consider LOC rollovers

At the May 6 work session the commission received an update from developer Brad Lambert on the Summer Winds subdivision. Lambert said many items on the plan comments list (48 items were referenced for parts of the development) have been addressed and that Milestone Asphalt was scheduled to place the surface coat during the week of May 18. He said his team is crossing items off the punch list and expects to be close to turning the project over to maintenance following re‑inspection.

Staff and commissioners discussed timing and the need for re‑inspection before rolling performance letters of credit into maintenance. Several letters of credit and performance guarantees were read into the record, including amounts and expiration dates: a $1,165,934.83 letter of credit set to expire June 16, 2026 (staff reported the applicant had emailed about a six‑month extension), and a $279,817.13 performance bond expiring June 20, 2026. Commissioners asked for a progress report at the next meeting and indicated pull dates would be set if required documentation or extensions were not submitted in time.

Town staff said a fuller punch list and unit‑by‑unit accounting (units one, two and three had different letters of credit and different expiration dates) would be prepared for the next meeting so commissioners could consider either rolling LOCs into maintenance or setting pull dates. No formal action was taken at the work session.
