Utilities board approves $529,192 pay request for Westside sanitary interceptor; engineer warns short NIPSCO-related delay

The Cedar Lake Utilities Board on April 21 approved pay request number four for the Westside Sanitary Sewer Interceptor Project, authorizing a payment of $529,192.40 to Gatlin Fleming for installed items and material staged on site.
Neil, who presented the monthly pay request, confirmed the amount and answered a short clarification question before the board voted. The motion to pay Gatlin Fleming carried on a roll-call vote, 6–0.
Neil told the board that the project will see a short delay while NIPSCO relocates utilities on Parish Avenue between 155th and 133rd. “We had a meeting last week with the Lake County Highway Department and NIPSCO regarding their MOT plan,” Neil said, and cautioned the schedule depends on whether NIPSCO meets its targets. He said outside contractors are working with NIPSCO but added the utility’s current union challenges may extend the work window to “three to five weeks” in one scenario.
Neil noted the contractor’s completion date is September 25, 2026, and that Gatlin Fleming remains ahead of schedule; he said staff will notify the board if further delay is expected.
The board’s approval covers progress to date only; the board did not change the contract completion terms. Utilities members said they will monitor NIPSCO’s progress and the Lake County Highway Department’s coordination with the project’s MOT plan.
