Danville staff presents balanced FY2027 budget, defers major hires until December

Danville City staff told the commission on June 1 that the proposed FY2027 budget is balanced and that staff plans to present a first reading of the ordinance at the June 8 commission meeting.
Lee, who led the slide presentation, said staff produced a balanced operating budget supported by recurring revenues and reserved one-time funds for capital work. Total citywide appropriations were listed at $73,485,546, with the utility and general funds carrying the largest shares. Staff reported updated general-fund revenue of $24,790,320 and a projected operating surplus of $195,839.
Staff described a conservative staffing approach: rather than immediately filling previously discussed positions — including a proposal to add three firefighters — commissioners were advised to wait for a December budget review that will include updated revenue data from the first quarter. "We feel good about the numbers," Lee said, while recommending reserving major personnel additions until the December check so the city can confirm revenue sustainability.
The presentation recommended using the current surplus to convert a public-works maintenance position from a half-year to a full-year hire beginning in July. Staff estimated the additional cost at roughly $39,000–$45,000 for the remainder of the fiscal year and said that change could be made without undermining reserve targets.
The budget book will follow adoption; staff told commissioners the line-item budget is expected after final adoption and that full budget materials will be posted to the city website and the city’s YouTube channel for transparency.
The meeting closed with a motion to adjourn that passed by voice vote; commissioners were asked to consider the budget first reading at the regular meeting on June 8.
