City approves Creek View Meadows 4th preliminary plat for 15 lots

Rochester City Council on June 1 approved a preliminary plat (CD2026‑00007) for Creek View Meadows 4th, a 12.6‑acre phase of a previously approved general development plan.
Community Development staff described the phase as 15 detached single‑family lots with three outlots: Outlot A for shared stormwater facilities serving phases one through four, Outlot B covering delineated wetlands, and Outlot C reserved for future stormwater facilities. The overall general development plan, approved in 2020, anticipates 185 dwelling units in the subdivision development (139 single‑family lots and 46 attached single‑family lots); phase 4 adds 15 detached lots.
Desmond McIll of Community Development presented the item and noted the planning commission’s unanimous 5‑0 recommendation subject to four conditions of approval. Ryan Schfeller of WSC Engineering, the applicant representative, told the council a neighborhood meeting had been held on April 7 with no attendees and said a turn lane will be constructed in the coming weeks.
Council President Schubbring moved the resolution and Council Member Frederick's seconded it; the council approved the preliminary plat and confirmed that the four conditions are included in the resolution.
