Local contractor alleges bid was wrongly rejected on White Haven Clinic project; commissioners seek written response from purchasing

A local contractor urged Shelby County commissioners to investigate procurement inconsistencies after its $19.6 million bid for the White Haven Clinic (SBI928) was ruled nonresponsive.
Jared Logan of WT Contracting told the commission he believes WT held a valid county business license during the solicitation period and that section 24.1 of the solicitation requires possession of a license while section 24.2 contemplates furnishing a copy later. Logan also disputed the county’s use of a BRNL designation to credit LOSB participation, saying the solicitation did not explain that equivalency. “We are not here asking for any type of special treatment. We are simply asking for a fair and transparent application of the solicitation documents as they were written,” Logan said.
Purchasing staff told commissioners the vendor protest was investigated and the nonresponsive finding was upheld; Administrator James Gloss said the office sent a written reply to the vendor after investigation. Commissioners pressed purchasing to circulate point‑by‑point written explanations to the full commission and suggested staff bring the matter back when the award is scheduled for commission action so interested vendors can respond in public.
