Planning Commission approves conditional use permit for 10.04-acre shopping center at SR43 and East Ash Avenue

Planning staff presented Conditional Use Permit 24-151, a proposal to develop a 10.04-acre commercial shopping center at the northwest corner of South Central Valley Highway (SR43) and East Ash Avenue.

Staff said the project would include an anchor grocery store, four inline shops, a convenience store with four gas pumps, two drive-through restaurants and an office building. "The project consists of an anchor grocery store, four inline shops, a convenience store with four gas pumps, two drive-through restaurants, an office building, and parking internal roads, ingress and egress," a staff member said during the presentation. The site was described as Assessor parcel number 02818046.

Because of the project's size, staff prepared a mitigated negative declaration under the California Environmental Quality Act and circulated it for public review; staff reported comment letters from responsible agencies, including the fire department and the air district. Staff recommended that the commission adopt Resolution 25-473 approving the conditional-use permit with the attached conditions and adopt the mitigated negative declaration.

The chair opened the public hearing, received no public comment, and closed the hearing. Commissioner Kamacho moved to adopt Resolution 25-473 and Commissioner Simmons seconded; the commission adopted the resolution on a roll-call vote recorded as ayes from Commissioners Kamacho, Simmons and Joshua.

The adopted resolution approves Conditional Use Permit 24-151 and the associated mitigated negative declaration per the staff recommendation.
