Horsham staff updates council on 18 capital projects, flags utility relocation delays

Township staff gave the council an update on 18 active capital projects, outlining completed work, ongoing construction and known delays.

Staff said solar panels have been installed on the township building and community center and that panels will be added to the library when the roofing work finishes; the stated goal is to have township facilities running on solar power by early August, subject to remaining roof work and equipment arrival.

Blair Mill Road widening Phase 2 remains in a utility‑relocation phase; staff said relocations are complicated by multiple utilities and that public projects rely on utilities’ own schedules, which has pushed back planned timelines. Staff said Phase 2 utility relocation had not been completed as hoped in May and remains in progress.

Other project updates: Office Park pedestrian lamps are complete; the Horsham Road/Limekiln Pike intersection improvement is near the end of right‑of‑way acquisition (affecting about 41 property owners) with PennDOT approvals still pending; the Route 611 Corridor Improvement Plan held a second stakeholder meeting and is scheduled for completion by the end of 2025; basin retrofit work for Forester Road and Wetstone Drive has been awarded and targets substantial completion by October. Staff also said the Davis Grove Road bridge and culvert received emergency repairs and a full replacement is expected in summer 2025 but is delayed by utility relocation issues.

Staff emphasized permitting and coordination with outside agencies (PennDOT, Army Corps, FEMA, soil‑conservation authorities) as schedule drivers for bridge and intersection projects. Council thanked staff and consultant teams for progress and clarity about timing.
