The Person County Board of County Commissioners on June 1 adopted a text amendment to the county's planning ordinance that restores an exemption for resurveyed lots and clarifies private rural road standards do not apply to exempt subdivisions.
The planning director told commissioners the change amends Article 14 (subdivision regulations) and Article 15 (development review procedures) to reinsert the exemption for resurveyed existing lots and to correct section numbering after the ordinance consolidation. "This addresses the exempt subdivisions and it ensures that the private road standards do not apply to exempt subdivisions," the planning director said.
Staff said the update also removes language allowing staff-initiated text amendments (per the board's earlier direction) and that the amendment had gone through public review; the planning board recommended approval on May 14 by a 3-1 vote. The board opened a public hearing, heard no public comment, found the amendment consistent with the Person County and City of Roxboro joint comprehensive land-use plan, and approved adoption by voice vote.
The amendment affects how minor revisions and resurveyed lots are processed and clarifies applicability of private road standards for exempt subdivisions. Staff provided sample motions and offered to answer follow-up questions. The board did not request additional changes during the meeting; the amendment now stands adopted as presented.
