The policy committee on June 1 agreed to present a model organizational-chart policy for first reading after counsel recommended making the chart an administrative rule rather than a policy requiring frequent formal readings.
Allison Hannah told trustees the model policy allows the superintendent to adjust the organizational structure as operational needs change without requiring a first and second reading every time. She said the policy "gives him the authority as superintendent to say this is our organizational structure" while the board would still be notified and involved in major changes.
Trustees discussed adding a sentence to the policy's first paragraph to require periodic presentation and review by the board so that significant changes would be visible to trustees. The committee agreed on that amendment and on presenting the model policy for first reading on June 30 with the suggested language tweak.
The committee emphasized that major, programmatic or budgetary organizational changes would still trigger discussion and review even if routine chart adjustments are handled administratively.
