Council refers amended youth commission ordinance and East Forest Park repair resolution to committee

On June 1 the Springfield City Council referred two policy items to committee: an amended ordinance to revive and expand the youth commission and a resolution asking the city to prioritize road and sidewalk repairs in East Forest Park.
City Solicitor Steve Bonan presented the draft ordinance, which would expand the youth commission from 11 to 17 members, stagger terms, and shift the commission’s focus away from dated attendance-related language toward mental health, social media, food insecurity, public safety and civic engagement. Health & Human Services staff said they plan to designate Chanel Ford as staff liaison and that the mayor would appoint youth members (grades 7–12) after consultation with schools.
Several councilors objected to the draft because the city council was not given a direct appointment role. Councilor Click Bruce and others argued for including a city council designee; concerns were also raised about how student members would be selected and whether the mayoral appointment process would ensure equitable representation across neighborhoods. After debate the council voted to send the ordinance to the General Government committee for additional drafting and to address selection criteria.
Separately, Councilor Jerry Martin introduced a resolution marking the 15th anniversary of a tornado and requesting that the mayor and DPW prioritize repaving and sidewalk repairs in parts of East Forest Park (Wayside Avenue, Kipling Street, Roosevelt Avenue and Suri Road were singled out). Council members supported the goal but several said the list should be expanded and that staff should verify which locations were directly tornado-damaged to ensure equitable prioritization. The resolution was referred to committee for research and broader consideration.
