Pike County commissioners approve budget cleanup, motorgrader lease and routine items

The Pike County Board of Commissioners at its Nov. 12 meeting approved a number of administrative and fiscal items, authorizing a budget cleanup, equipment lease, appointments and routine license renewals.
The board approved a final fiscal-year 2024–25 budget amendment and resolution to address year-end reconciliations and to cover overexpenditures by transfers and remaining allocations; the chairman was authorized to sign the resolution. Financial staff noted the action is a routine year-end cleanup following work with auditors.
The board also approved a 60-month lease for a Caterpillar 140-15 motorgrader, authorizing the chairman and county manager to sign the lease documents. Staff reported monthly payments of approximately $3,741.47 and a final/balloon payment of $128,900; staff said sufficient funds are allocated to cover the lease payments through June 30, 2026, and that resale of the old motorgrader at lease-end is expected to recoup some value.
The board declared a 2007 Sterling dump truck (VIN 2FZHATDA17AY27320) surplus after receiving repair estimates between $15,000 and $17,000 and authorized the county to sell the vehicle (staff indicated GovDeals may be used). Commissioners also approved several alcohol-license renewals (items B–H on the agenda) in a single omnibus motion after staff confirmed each applicant met criteria.
On appointments and personnel matters, the board appointed Heather McClendon of Meansville to a three-year unexpired term on the Pike County Agribusiness Authority, term to expire Dec. 31, 2027. The board set the combined employee appreciation/Christmas luncheon for Dec. 19 with a per-employee cap of $20.
The board denied an impact-fee refund request under the Development Impact Fee Ordinance (section 15709), finding the request did not meet eligibility criteria; one commissioner (Commissioner Pullin) abstained due to a personal relationship with the applicant. A second reading of a solar-farm text amendment to the Pike County Code (Title 15, Chapter 166) passed with no substantive changes since the first reading.
There was no public comment and no executive session. The board adjourned at the close of the regular business.
