Staffing boost and regional partnerships highlighted in executive director’s report

Windham Regional Commission Executive Director Chris reported staff and partnership developments to the executive committee, including a staffing move and engagement on regional initiatives.
Chris said the commission brought on Anan Fidelli (intern, UMass Amherst) and converted him to a limited-term full-time assistant planner appointment through Sept. 2025 to increase junior-staff capacity. He described the UMass Amherst relationship as a pipeline for future junior planners and said the arrangement helps address an “upside-down pyramid” of senior staff with few junior staff.
Chris also outlined his participation on broader efforts: he will represent RPCs on the county and regional government stakeholder technical advisory group for the ACT 118 county and regional government study committee and is serving on the Connecticut River Watershed Partnership’s steering committee and executive board. He said conversations are under way to coordinate a four-state approach (including New York and possibly Canadian provinces) to access federal funds for watershed and landscape conservation work.
Members expressed support and offered help tracking future opportunities and testimony dates when federal or legislative venues invite local input.
