Lee's Summit finance committee forwards insurance, budget and bond ordinances and approves FIFA mutual-aid

The Lee's Summit Finance & Budget Committee met June 1 and unanimously recommended a package of administrative and policy items to the full City Council, including a manager-authority insurance purchase, a routine budget amendment, updated bonding rules for certain city officials and a mutual-aid agreement for FIFA World Cup 2026.

Ed Rucker, chief counsel for management operations, told the committee the insurance ordinance (TMP 3697) is intended "to avoid the crush of making decisions at the very end of the month" and would let the city manager contract for property, auto, cyber and umbrella coverage up to the anticipated FY27 budget amount of $1.286 million. Rucker said staff and Lockton, the city’s insurance broker, have reviewed the number and will return to the council if market bids exceed it.

Budget manager Rick Gentry presented budget amendment No. 7 (TMP 3698). The amendment corrects accounting changes from the city’s transition to Workday, reallocates $259,995 from Public Works Administration to Public Works Operations, and records personnel and pay‑plan updates — including moving two GIS technicians into operational departments and updating the manager of technology services title and pay band. Gentry said these are technical corrections needed to match spending authority to department workloads.

Jennifer Vargo, human resources director, outlined TMP 3701, a proposed two‑year renewal of the city’s workers’ compensation excess policy with Midwest Employers, with a deposit guarantee premium of $163,800 for FY27 and the same for FY28. Vargo said the insurer proposed no increase in premium or retention for the two‑year term.

Rucker also described TMP 3689, an ordinance to add a municipal-code section specifying bonding for certain officers and employees to conform to charter sections 7.3 and 14.6. The ordinance would require bonds for the city manager, the director of finance and two deputy finance directors (each at $250,000), and nine municipal court employees at amounts worked out with presiding judges; Rucker told the committee the city has already obtained similar bonds and the expense is modest.

Major Josh Patterson described a mutual‑aid agreement with Kansas City and KC2026 for FIFA World Cup operations, saying Lee's Summit will supply only limited, specialized units (three motor officers on select event days and periodic bomb‑squad support) and that reimbursement routing has been delayed by federal/Treasury/FEMA processes. Patterson said the city capped its commitment (200 total officer hours) to ensure local coverage needs are met.

What’s next

Each ordinance will carry the committee’s recommendation to the full City Council for final consideration. Staff told the committee they will return if market bids or other updated figures exceed the proposed spending caps and that the bonds and insurance contracts are being coordinated with the city manager and broker.
