IRAX recovery program reports lower recidivism and 3,330 participants; former participant credits program

Representatives of the IRAX recovery program briefed Delaware County commissioners on June 1, reporting multi‑year outcomes and program activity tied to jail diversion and reentry services.
Program staff said IRAX has served 3,330 participants since July 1, 2022, with 16,146 brief check‑ins, 1,676 care coordination sessions, 2,549 individualized recovery plan sessions, and 232 documented releases from jail to treatment. They reported 2,215 matrix and wrap group sessions with 681 unique individuals participating.
"Our recidivism rate since 2022 is 22.6, which is below the state average of 38.2," the presenter told commissioners, citing statewide comparisons and the program's data.
A program graduate who identified himself as Ray described his experience: "If it wasn't for IRAx, man, I be in prison for the rest of my life or dead somewhere," he said, and credited the matrix class with helping him find employment, complete required programming and rebuild relationships.
Staff also noted that House Bill 1296, which allows accredited peer recovery coaches to meet with incarcerated individuals prior to release, takes effect July 1 and that IRAX — a pilot in Delaware and Jay counties — is an accredited provider in the jail. The program reported a transportation grant, supported by local opioid settlement funds, that provides a county‑designated vehicle to transport people to treatment and appointments.
Commissioners asked whether the program intended to request the same budgeted support as in prior years; staff said they planned to request the same amount in the coming budget.
