It also sets a maximum penalty per late report of $5,000 beginning July 1 and added session law that voids penalties when committees certify they received no contributions and made no expenditures for a reporting period and later filed proper reports, subject to filing a termination statement before the end of the year.
Rhonda said the amendment makes the bill retroactive to July 2016 (the original bill had retroactivity to December 2021) and added an emergency clause. Members asked for total outstanding fees but the caucus had not yet received full figures at the time of the briefing.
