Spartanburg planners grant conditional approval for P.A.R. landfill expansion

Chairman Whit Kennedy and the Spartanburg County Planning and Development Commission on May 5 conditionally approved a proposal to enlarge an existing Class 1 landfill operated by P.A.R. Grading & Hauling.
Ben Thomas, Development Manager for Spartanburg County Planning and Development, told commissioners the parcel totals roughly 119 acres and the applicant proposes to expand the landfill footprint from about 16.5 acres to 34.2 acres — a 17.7‑acre increase. Thomas said the project engineer projects about 1,232 vehicle trips per month to the site and that a 50‑foot Type 6 bufferyard is shown against adjoining residential properties.
The commission’s approval is conditional: staff recommended, and the commission required, final approvals from Spartanburg County Public Works Development Services (stormwater and engineering), submission of an approved landscape plan to Planning and Development, and permits or approvals from the South Carolina Department of Environmental Services (SCDES) and the South Carolina Department of Transportation (SCDOT) for an encroachment permit tied to the expansion. "Expansions or changes in use generally require review by SCDOT," Thomas said, responding to questions about the existing driveway connection.
Commissioners briefly questioned the traffic analysis. Thomas said the applicant’s analysis used about ten years of operational data and noted that not all vehicles operate simultaneously and that activity levels vary with workload. Stewart Winslow formally recused himself from discussion and consideration of the application; the commission then voted 7‑0 to grant conditional site‑plan approval (Bill Hamilton moved; Les Green seconded).
The approval does not authorize construction or operation until the outstanding county and state approvals are obtained and recorded. The commission’s action sends the project back to the applicant and the listed agencies for the required technical reviews and permits.
