Parks director wins committee approval to renew tractor rental for Klar Park

Patrick Murphy, McLean County Director of Parks and Recreation, asked the Property Committee on June 3 to approve renewal of a rental agreement with Cross Implement for a John Deere tractor used at Klar Park. "It's equipped with front end implements as well as a rear PTO," Murphy said, and managers use it daily for maintenance tasks.
Murphy told the committee there is an overage in hours from recent heavy use but that, based on typical annual use, the department expects to remain within the contract's hour limits going forward. He described the $100 increase in the annual rental fee as modest in light of the machine's utility.
Committee members pressed on whether the county could instead buy a trailerable unit or renegotiate the agreement to allow movement between sites. Member Tomkins and Vice Chair Fagan asked if the vendor permits relocation; Murphy said few vendors offer the county the combination of the required implements, maintenance arrangements and rental terms, and that outright purchase is cost-prohibitive.
Vice Chair Fagan characterized the rental model as historically consistent for the county because of purchase and maintenance costs; Murphy said third-party rental alternatives would likely cost significantly more. Member Bell expressed interest in pursuing a trailerable solution in the future to expand service at other parks.
Vice Chair Fagan moved to place the item on the floor; Member Bangard seconded. The committee approved the agreement by voice vote.
