Portsmouth’s City Council voted April 20 to participate in two state revolving fund loan programs to advance water and sewer infrastructure projects.
Water Resource Manager Al Pratt briefed the council on the Fleet Street area reconstruction Phase 2B, for which the city has an offered Clean Water State Revolving Fund loan of $6 million. Pratt said the loan carries $300,000 in principal forgiveness, a 20‑year term and a 4.125% interest rate; he noted payments would not begin until a year after substantial completion and that the project’s overall cost is approximately $18 million. After opening the public hearing and hearing no speakers, the council adopted the resolution by roll call, 8–0.
On a separate public hearing the council considered a $6.5 million Drinking Water SRF loan for treatment at the Greenland well. Pratt explained the package includes $861,791 from an emerging contaminant fund that is 100% forgiven and additional forgiveness (approximately $1.4 million total reduction) tied to the PAS treatment component; the council adopted that resolution by roll call, 8–0.
Both items are already reflected in the FY27 CIP planning assumptions, Pratt said, and councilors described the votes as fiscally prudent steps to capture state funding and forgiveness that reduce bond issuance. Deliberation was brief; no public speakers addressed these hearings. The council’s roll-call votes were recorded as unanimous in the transcript.
