The Swain County Board of Commissioners voted during its June 2 work session to accept an interlocal agreement that will return payroll administration for the county's Tourism Development Authority to county finance staff.
Tanner, who discussed the agreement, said the change — recommended by the TDA attorney — will let the county's finance office process TDA payroll beginning July 1 so employee records and payroll data can be integrated into the county system. The TDA board helped negotiate the interlocal agreement, Tanner said, and the TDA will reimburse the county for payroll costs.
Commissioners discussed staffing levels and duties: Tanner said the TDA has about 15 employees, most part‑time, with roughly four to five full‑time positions including an executive director, assistant executive director (who handles HR functions), a marketing position and staff who oversee the aquarium and fly‑fishing museum. Board members asked for more complete payroll detail and one commissioner requested a copy of the TDA payroll for review.
A motion to accept the interlocal agreement carried by a show‑of‑hands vote; the board did not provide an exact roll‑call tally in the meeting record. The board's vote clears the way for county finance staff to onboard TDA employees into the county payroll system and for the TDA to reimburse those payroll costs to the county.
