The Woodbury County Board of Supervisors on Monday approved its consent agenda, voted to revise a part-time emergency medical position to 0.20 full-time equivalent and authorized an agreement with Gallagher Benefit Services to conduct a pharmacy benefit manager (PBM) request for proposals and implementation support.
Melissa Thomas, the county human-resources director, told the board the PBM procurement will take four to six months and recommended starting the process immediately. “This agenda item is an agreement with Gallagher Benefit Services to perform an RFP for a pharmacy benefit manager,” Thomas said, adding the consultant will review county data to identify cost-saving options.
The board moved and seconded the contract and related routine items. The chair called the votes, which were recorded as passing unanimously.
The board also pulled item 5D from the consent agenda for separate consideration and approved a revision to make the EMTA position a 0.20 FTE. The chair moved the amendment, which was seconded and approved.

The board did not set an immediate implementation timeline for the consultant beyond the four- to six-month procurement window Thomas outlined. No formal amendments to the Gallagher contract were reported at the meeting.
Next steps: staff will proceed with contract initiation and the PBM procurement process, and the revised FTE will be implemented per human-resources direction.
