The City Council on June 2 authorized a construction contract with Saskon LLC for the 2026 sidewalk gaps project, accepting the low bid of $856,800. City staff told council the Transportation Improvement Board (TIB) grant will fund approximately 80% of the cost (about $685,000), with local transportation impact fees covering the remaining 20% (about $171,000).
Mr. Moore outlined the three priority locations: Cedar Falls Way (from the North Bend Cottages to Stilson Avenue), Southeast Orchard Drive (from Southeast Fifth Street to Orchard Place townhomes across from the SUMP D headquarters), and 436th Avenue (between North Benway and Southeast 136th Street roundabouts). He said this round of projects has a planned sequence to install sidewalk/curb/gutter on 436th first because an overlay is scheduled for that stretch this summer.
Councilmember Mark Joselyn asked whether lower-than-estimate bids reflected market conditions or timing; Moore said spring bidding, contractor relationships, and schedule timing likely produced competitive bids. Council asked about construction impacts to Thursday's farmers market; staff said contractors historically complete work and clean up to allow market access in the afternoon.
Councilmember Heather Coen moved approval of AB26-055; the motion passed unanimously.
Staff reported the contract has a working-days completion target of October this year, and the city will coordinate parking and access during market days and provide public updates to minimize disruption.
