Mayor authorized to sign limited access agreements for Belvore Ranch studies amid council questions on data and scope

The Public Services Committee on June 1 approved a resolution authorizing the mayor to execute limited site access and due diligence agreements permitting private entities to conduct environmental and geotechnical studies on portions of the city‑owned Belvore Ranch.

Mayor Patrick Collins said companies interested in developing portions of the eastern ranch asked for access to perform surveys, soil borings, and limited environmental assessments; the resolution empowers the mayor's office to negotiate and sign access agreements that include timelines and restrictions on work scope, and requires the companies to share their data with the city. The mayor emphasized the resolution does not constitute approval of any future development; any such proposals would return to the governing body for consideration.

Will Robinson, Belvore Ranch manager, urged passage to allow environmental surveys that would inform responsible development and protect sensitive wildlife and vegetation. Councilmember Larry Wolf, however, cautioned that the resolution lacked explicit terms on who owns the data collected, whether the city should charge for access and how much geotechnical or monitoring work will be permitted; he asked the council to consider additional protections when the agreements are finalized. Staff said the individual access agreements under this authorization will address those points, and that one company currently in negotiations has already been counseled on data sharing and scope limitations.

After debate, the committee voted to adopt the resolution and authorize the mayor to execute limited access agreements; staff said they will incorporate additional contractual safeguards where appropriate and respond to council concerns during final agreement negotiation.
