Planning staff said a transportation commission would provide policy-level guidance on multimodal access, capital investments and would offer a public venue for community input on sidewalks, roads and transit planning. Staff suggested a seven-member commission—matching the planning commission’s membership—to simplify quorum and appointment timing and estimated a 6–9 month timeline to recruit and stand up the commission so it could align with the city’s existing board/commission cycle.
Councilmembers who supported the motion said the city is growing and needs consistent focus on regional funding conversations and multimodal connections, noting that Burien has been left out of some regional grant or planning discussions in the past. Staff will return with recommended bylaws, code amendments needed to authorize the commission, and an estimate of staff resources required.
