The Bourne Planning Board voted unanimously May 28 to approve a site‑plan special permit for an adult‑use marijuana retailer at 694 MacArthur Boulevard, subject to a list of technical and public‑safety conditions.
The applicant’s engineer, Eric Das, said the project will redevelop an underused commercial building and reduce impervious cover in the Water Resources Protection District from 70.7% to 66.1%, add rooftop runoff infiltration and a new Title V septic system, and repave and restripe the parking area. Das introduced the team and described the stormwater and site improvements; he noted the site “currently has no storm water management whatsoever” and said the proposed infiltration system will “greatly increase the amount of water that's getting back into the ground.”
Ownership representative Jennish Patel said the project represents a private investment of “approximately $2 to 3 million” and estimated creation of “approximately 20 to 30 jobs,” emphasizing the team's experience and plans for employee benefits, training and local hiring. Patel also said there will be no cultivation on site and outlined a secure customer flow with a double‑door vestibule and ID checks to control access.
During public comment, neighboring condominium resident Diane Johnson asked about deliveries and buffering between the buildings; she asked, “I was just wondering about your plans for security,” and the applicant agreed to install a six‑foot chain‑link fence with privacy slats along the rear property line and to provide 24/7 camera surveillance, with the option to share footage with police.
Planning staff presented findings that the application meets the town’s zoning criteria, but recommended conditions including submission of as‑built plans, copies or status of Massachusetts Cannabis Control Commission (CCC) applications/licenses, fire‑department access and Knox box requirements, and a revised planting schedule that meets the bylaw’s minimum sizes for trees and shrubs. The board made the landscape plan and plant size clarifications conditions of approval and required the landscape designer to resubmit within 14 days.
The vote approved Special Permit SPRS SP 02‑2026 with the conditions read into the record; the board’s motion and vote were unanimous at the meeting. The applicants must satisfy the listed conditions and provide documentation to the planning department prior to issuance of occupancy.
The board moved on to other agenda items after the approval; the applicant team thanked the board and said they will return to the planning department with the required as‑built and CCC documentation.
