Commissioners discussed operational design, including separate circulation for residents and semi/transfer vehicles to avoid congestion, and stressed the need to prevent overnight accumulation of trash at open sites.
Several candidate properties were shown: sites near the walking trail and softball complex, a parcel at Avenue O near Bethl Highway (noted for access to Highway 70 and university routes), and sites adjacent to wastewater/industrial areas. Commissioners raised concerns about adjacency to recreation fields, nearby water facilities and wind (spring winds could spread loose trash) and recommended staff consider expandability and buffering in their recommendations.
