The Eastham Tax Aid Committee on June 2 approved edits to its 2027 tax-aid application and a proposed tax-bill insert and set the application period to run July 1 through April 1, committee members said.
Temporary Chair Eileen Morgan read the suggested insert language and the committee moved to accept the edited application form so the insert and printed materials can be finalized for the July 1 mailing cycle. The insert asks residents to visit the town website for information on tax-assistance programs and directs donors to make checks to the Eastham Tax Aid Fund, which is funded solely by donations.
The committee said it will administer a second program (the RTAF) alongside the existing local tax-aid program beginning in fiscal 2027; members noted the state program uses a different eligibility framework but agreed the committee will review any applications that arrive for the additional program. Committee members said some administrative details remain to be worked out, including routing final approval through the town administrator and assistant so the insert can be printed and inserted with tax bills.
On the application itself, members updated fiscal-year references from FY26 to FY27, added a chart and clarified household reporting. The committee agreed to collect 'total household gross income' and a 'total number in household' field so that eligibility can be determined using a household AMI chart. The group also discussed asset limits and said the application text will show the Clause 41C asset limitations and that the committee is doubling those limits for its internal calculation.
Committee members agreed to make applications available beginning July 1 at the assessor’s office, the Council on Aging and the town library, and to use a shared SharePoint folder so members can review incoming applications in advance of the review meeting. The application window was set to close April 1; members said they will schedule a meeting after that date to review submissions and disperse funds.
The committee voted to accept the revised application with the edits discussed so the document can be printed and the insert prepared; the motion was seconded and recorded as approved by voice vote. Members did not record a formal roll-call tally in the transcript provided. The committee also discussed procedures for approving previously unapproved minutes and agreed that a member who missed an earlier meeting should watch the recording and raise any objections at the next meeting.
