Middletown City Council on Tuesday authorized a $1,112,396.14 contract with Donalan McCarthy Enterprises to install electric-vehicle charging stations at four city-owned properties.
City Manager Ashley Combmes told council the project is funded through an OKI carbon reduction grant and will place 15 Level 2 chargers at Smith Park, five Level 2 chargers at the City Building, two DC fast chargers behind Triple Moon Coffee in the downtown parking lot, and two Level 2 chargers at JCO Park. "The OKI carbon reduction grant will reimburse up to $1.5 million," Combmes said.
The staff report said Donalan McCarthy Enterprises submitted the lowest bid of $1,112,396.14 on May 27, 2026 and that the city will initially pay from the capital fund and seek grant reimbursement. Council members asked no substantive questions during the discussion and moved, seconded, and approved the contract on a roll-call vote.
Supporters cited economic and visitor benefits for downtown; no amendments or conditions were recorded in the motion. The staff estimate for installation time is roughly one month, with most work performed in-house and under staff supervision.
The contract authorizes work at four named sites and specifies equipment types and counts as described in the staff report. The city manager and relevant departments will manage installation and reimbursement processes under the terms presented to council.
The contract passed unanimously; council did not identify opposed amendments. The city will return with implementation details and scheduling as the vendor and staff finalize plans.
