College Place wins $2 million federal appropriation for Community Opportunity Center; project still needs about $2.5 million

City staff told the Economic Development & Tourism Advisory Committee that the Community Opportunity Center — a planned facility to house a daycare, library services and community meeting space — has cleared design and engineering and received a $2 million federal appropriation.
Troy Rurn, the city administrator, said the appropriation came through Senator Patty Murray’s office and that design work is complete; the city is preparing to move into construction once remaining funding is secured. “We will have a daycare child care facility which is greatly needed,” Troy said, describing the center’s program elements and the city’s strategy to partner with the rural library district and the YMCA to strengthen grant applications.
Staff estimated the project cost at about $8 million. The city has secured roughly $2.5 million in early-learning and commerce grants and the newly announced $2 million federal appropriation; staff said about $2.5 million remains to be found. Committee members asked that partners meet to “break down silos” and pursue joint grant applications to close the gap.
Staff said the design will replace the existing Lions building with a new facility at the park and that some program elements — such as a commercial kitchen — have been scaled down in scope. The city will pursue additional funding and report back on the partners’ Thursday meeting to coordinate funding efforts.
