Council approves three‑year IAFF Local 2510 contract; union ratified agreement Feb. 18

City staff asked the council on Feb. 23 to approve a negotiated collective bargaining agreement with IAFF Local 2510 covering 2026–2028. Fire Chief (S13) described the negotiations and introduced Dave Luxembourg (S14), who said the union ratified the agreement on Feb. 18 and that the contract was the same as previously discussed.
A councilmember questioned a $10,000 restoration line for gym and equipment within the contract. Staff explained that the item was discussed earlier in negotiations, came back late in the process, and, when balanced against other changes, results in a net cost savings over the three years. The chief added that restoring the existing fire facility is preferred to pursuing a new facility — a new build was estimated to cost about $38 million — and that the restoration approach informed contract tradeoffs.
Councilmember (S3) moved to approve the 2026–2028 collective bargaining agreement and authorize the city manager to execute related documents; Councilmember (S5) seconded and the motion passed by voice vote.
The council did not request additional public hearings on the agreement at the meeting.
