Staff presented Resolution No. 7‑2026 and explained that Juneteenth is federally recognized and that adopting it locally aligns with the city’s values. Staff noted a fiscal impact: the city’s payroll cost for adding a holiday was estimated at approximately $21,000 per year, and recommended the holiday be implemented beginning in 2027 so the cost could be included in the 2027 budget.
Council moved to suspend the rules requiring two readings for resolutions and then voted to adopt Resolution No. 7‑2026 by voice vote. The mayor asked a councilmember (S10) to read the resolution into the record on request.
The resolution takes effect June 19, 2027, and staff will incorporate the holiday into the city’s official holiday schedule and the 2027 budget planning process.
