Council accepts completed sidewalk and paving projects, approves Interstate Avenue engineering agreement

The Shalala City Council on Feb. 23 accepted completion of two Transportation Improvement Board (TIB)‑funded projects and approved an engineering agreement for a new sidewalk project on Interstate Avenue.
Staff reported the Southwest 13th Street Phase 2 sidewalk and ADA curb ramp project (Market Street to SW Interstate Avenue) finished with final inspection on Sept. 17, 2025. Final construction cost was $291,958; engineering and construction management added $102,890, bringing the final total to $394,848. Staff said TIB funded approximately 80% of the project and the Transportation Benefit District contributed roughly 20%. The council moved to accept the project as complete and to authorize release of retainage after statutory requirements; the motion passed by voice vote.
Staff also reported the Northwest Louisiana Avenue grind and inlay project was complete; final construction cost reported $566,887 with a total project cost of $736,887 after engineering and management. TIB’s contribution was reported as the majority share (~90%) with the city covering the remainder. Staff recommended acceptance and release of retainage after statutory requirements; the council approved the recommendation by voice vote.
For future pedestrian improvements, the council approved an engineering services agreement with Gibson Olson for the Interstate Avenue sidewalk project. The agreement covers design documents and related contract documents at a cost not to exceed $45,200, with an estimated TIB share of about 85% (~$38,420) and a city match of about $6,780. Staff said construction engineering would be brought back under a separate agreement.
Each acceptance and the engineering agreement carried routine staff presentations of scope, funding splits and final costs. No council member requested additional hearings or holdbacks; retainage releases will proceed after statutory closeout steps and inspections.
