City staff told the Shalala City Council on Feb. 23 that the Centralia Airport environmental assessment requires additional cultural resources monitoring and tribal consultation under Section 106, and the council approved a task‑order amendment to continue the project.
A staff presenter explained the amendment would fund additional consultant work to perform test pits, monitor excavations and consult with four area tribes. "We have to go through a 106 consultation process with the tribes in the area," the presenter said, and described on‑site monitoring, cataloging any artifacts, and pausing or adapting work if finds occur.
The project is largely FAA‑funded. Staff estimated total expected costs at approximately $132,000, with the FAA covering 95% and the airport’s share approximately $6,600. The presenter cautioned that additional monitoring can slow construction schedules when artifacts are encountered but called the work "a necessary part of our development."
Councilmember (S3) moved to approve task order number 3‑2 under the professional services master task order agreement with the Aviation Planning Group and to authorize the city manager to execute the document. Council discussed whether the motion should include a not‑to‑exceed amount; staff said amendments would be required for any increase. The motion passed by voice vote.
Next steps: Staff will proceed with the Section 106 consultations and monitoring as described; the council did not set a separate public hearing or additional conditions at the Feb. 23 meeting.
